Douglas was a 7th generation Aussie with wide experience in energy, including nuclear, hydro and other renewable forms of energy and energy efficiencies.
Nuclear Power Experience: Project Manager for the design, construction and start-up of the highly successful 3 unit, 3900 MW, Palo Verde Nuclear Power Station in Arizona.
A unique feature was its location on a dry site. Cooling water was obtained by building an 18 foot diameter pipeline 45 miles into the desert and pumping the waste water from Phoenix to an on-site water treatment facility. Total cost $5 billion.

Developed expert witness testimony and reports in support of Utilities involved in lawsuits regarding the Management of Design and Construction of Nuclear Power Stations in Texas and Philippines.
Douglas was a consultant to Directors of Temelin NPP in Czech Republic in upgrading the design to incorporate western safety standards to this Soviet designed station. Included negotiating a complex contract with Westinghouse to replace the Instrumentation and Control system. All work performed while construction was ongoing.
Energy Efficiency Experience: In Armenia, performed energy audits, and then implemented energy efficient projects in selected businesses including Cognac Factory, Cement Plant, Light manufacturing plant and Gas storage plant. Performed weatherization upgrades for schools and hospitals.
Fossil and Hydro Power Experience: In former Soviet Georgia, performed International tenders, and managed the resultant contractors for the European Bank for Rehabilitation and Development funded Rehabilitation of the Gardabani Power Plant, and the Rioni Hydro Power Plant.
Companies selected came from Germany, Norway, Czech Republic, India, England, France, Azerbaijan, Turkey, Armenia and Georgia. Included advice to Plant Directors and the Ministers of Finance and Power & Energy. Monitored the Rehabilitation Agreement for compliance to all aspects.
After a major flooding of the Hrazdan HPP, assisted the Armenian Minister for Fuel and Energy and provided a Feasibility Study and negotiated with the World Bank for the rehabilitation. Negotiated 14 contracts for the rehabilitation effort and managed them to World Bank policies and procedures.
Following his rescue from terrorists in Iraq, Douglas returned to Australia where he has again concentrated his efforts on energy efficiencies and renewable energy innovations, while also providing a funding model to support the aspirations of Indigenous Australian and Torres Strait Islanders.
Douglas was proud, but humbled to have been made an Honouree Kaurareg.
